This is the tool you use for the Lime Slurry application to smooth out some of the texture. In the popular vertical slurry finish you roll on two coats of slurry and after each coat as it is drying you pull down using this slurry squeegee so that some of the wall is textured and some is smooth. It makes a beautiful finish. Please see the photos on the left that use a roller for slurry application and pull down using this tool after each coat. Mist the walls as needed to pull down on the slurry.
